Today's app is a photo editing program named Gimp is a lot like Photo Shop and Paint.net. Gimp cannot save as PNG and most of the things but can export as them. Gimp can put special effects on pictures and it can use PNG. Gimp unlike Paint.net can make .Gif animations with layers and they are pretty hard to make and can look like the object in the animation is staying still if you don't use enough layers or if they aren't done correctly. The following animation was made by gimp and is a gif file. It was a character moving fast that it was designed to look like that.
